DUTIES:Back to top • Provide current information on biology, ecology, pre-listing, and management actions affecting listed species and at-risk species in the form of written status updates, technical reports, briefing papers and official comments.
• Assist in developing and preparing delisting rules as appropriate and proposed and final rules to list those species that are endangered or threatened with extinction, including critical habitat.
• Develops and prepares conservation agreements for both listed and no-listed species on private, state and federal lands. 
• Provides biological expertise to staff biologist in all phases of Ecological Services activities including Candidate Conservation, listing and Partners for Fish and Wildlife programs pursuant to the ESA. 
• Represents the Service at meetings and public hearings with outside entities and presents and explains Service policies, positions, and conservation recommendations.  If selected at the GS-09 grade level, you will perform the same kind of duties as described above, but under closer supervision and training will be provided for progression towards the full performance level. BASIC QUALIFICATION REQUIREMENT
You must meet one of the following scenarios in order to be found qualified for the GS-0401 series:A. Successful completion of a full 4-year course of study in an accredited college or university leading to a Bachelors or higher degree in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to fish and wildlife biology.
OR
B. Possess an appropriate combination of education and experience which includes completion of courses equivalent to a major field of study (24 semester hours) as in A above, plus appropriate experience or additional education. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major in the appropriate field.ADDITIONAL QUALIFICATION REQUIREMENTS
In addition to the Basic Qualification requirement described above, you must also meet one of the scenarios below to qualify at either the GS-9 or GS-11 grade level.ADDITIONAL QUALIFICATIONS, GS-09
A. Completion of at least one year of full-time specialized experience equivalent to at least the GS-7 level in the Federal Government (this experience could have been gained internally or externally from the Federal Government). Specialized experience is defined as performing at least one of the following: 1) Assisting with ecological or biological investigations on land or water development proposals; or 2) Assisting with the development, implementation, or monitoring of recovery plans for listed or non-listed species.
OR
B. Successful completion of at least two full years of progressively higher level graduate education or a Masters degree in a field directly related to this position, which provided the knowledge, skills and abilities necessary to do the work.
OR
C. Possess a combination of graduate-level education (as described in B above) and specialized experience (as describe in A above), such that the percentage of required education plus the percentage of required experience would equal 100 percent. Only graduate education in excess of the first year (18 semester hours or equivalent) may be creditable when combining.ADDITIONAL QUALIFICATIONS, GS-11
A. Completion of at least one year of full-time specialized experience equivalent to at least the GS-9 level in the Federal Government (this experience could have been gained internally or externally from the Federal Government). Specialized experience is defined as performing at least two of the following: 1) Developing recovery plans for endangered or threatened species; 2) Developing conservation agreements; and/or 3) Preparing listing and delisting packages for threatened or endangered species. OR
B. Successful completion of at least three full years of progressively higher level graduate education leading to or resulting in a Ph.D. degree in a field directly related to this position, which provided the knowledge, skills and abilities necessary to do the work.
OR
C. Possess a combination of graduate-level education (as described in B above) and specialized experience (as describe in A above), such that the percentage of required education plus the percentage of required experience would equal 100 percent. Only graduate education in excess of 2 years (36 semester hours or equivalent) may be creditable when combining.
