JOB SUMMARY: BLM is seeking a dynamic and energetic individual to join the team to carry out a wide variety of firefighting and other fire support activities relating to smokejumper operations. The BLM manages more land - approximately 253 million acres - than any other Federal agency. This land, known as the National System of Public Lands, is primarily located in 12 Western states, including Alaska. The Bureau, with a budget of about $1 billion, also administers 700 million acres of sub-surface mineral estates throughout the nation.   • Incumbent parachutes into rugged terrain and performs fire suppression and related duties.
  • Serves as an Initial Attack Incident Commander (Type 4). Responsible for oversight of initial attack resources in wildland fire suppression activities on a nationwide basis.
  • Gathers initial fire and weather data, anticipates fire behavior, and develops incident action plans, and implements fire line strategy and tactics.
  • Provides for the safety, welfare and accountability of assigned resources during the period of command, including aircraft, fire line personnel and equipment.
  • Coordinates with the dispatch office regarding fire behavior, fire conditions, logistical needs, additional support, demobilizing resources, and concerns or problems.
  • Provides briefings on incident objectives, strategy and tactics, hazards, fuels, weather and topography, and safety considerations to supervisor and incident personnel.
  • Repairs, packs and maintains parachutes and related equipment.
  • Orients newer employees, providing on the job training, written instructions, reference material, and technical advice as required or requested.
  • Leads crews on prescribed fire projects, providing instruction on project objectives, strategies and expectations.
QUALIFICATIONS REQUIRED:Back to top To qualify for the GS-07 grade level, 1 year of creditable specialized experience equivalent to the GS-06 is required OR 1 full year of graduate education which is DIRECTLY related to work of the position OR an equivalent combination of specialized experience and education.Specialized Experience Requirements: In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-06) of the position to be filled. Examples include, but are not limited to: Experience in forest and range land fire suppression as an incident commander; performing smokejumper operations including parachuting into rugged terrain, parachute rigging and repair, and the use of smokejumper specific fire fighting tools and equipment; instructing or leading newer employees with both fire and non-fire assignments.You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement.
Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element.  Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified.1.) Prior on-the-line firefighting: The Department of the Interior defines wildland firefighting experience as any non-structure fire that occurs in the wildland. Wildland firefighting experience is gained through work on the fire line in containment, control, suppression or use of wildland fire. This experience can be met by serving in a temporary, seasonal, or equivalent private sector fire position for no less than 90 days. Wildland fires are categorized into two distinct types: (1) Wildfires - Unplanned ignitions or prescribed fires that are declared wildfires; and (2) Prescribed Fires - Planned ignitions. This description includes only fireline experience on a Prescribed Fire; it does not include experience in the planning stages. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience.2.) Prior smokejumping experience required.3.) Certification as a Type 4 Incident Commander required. HOW YOU WILL BE EVALUATED: Upon receipt of your complete application package, a review of your application will be made to ensure you meet the basic qualification requirements. Your rating will be based on your responses to the Job Specific Questionnaire and the information stated in your resume. If qualified, your score may range from 70-100 points. In addition, interviews may be conducted for this position. The interviews may be conducted on a pass/fail basis or may be scored. The job specific questions relate to the following knowledge, skills and abilities required to do the work of this position.
  • Skill in parachuting into rugged timbered terrain.
  • Knowledge of the Interagency Command System (ICS) and the roles and responsibilities of all positions, interagency qualifications, positions task book requirements, certification standards, and procedures adopted by the National Wildfire Coordination Group (NWCG).
  • Knowledge of smokejumper related equipment inspection, repair and parachute packing techniques.
  • Knowledge of instruction techniques.
  • Skill in coordinating training sessions and presenting wildland fire suppression and prescribed fire training material.
