Every day, our Operations Support Specialists, determine the applicability of new or proposed legislation and other agency decisions on organizational operations, managerial programs and requirements; develop, and/or monitor sophisticated management information systems; and prepare and provide briefings and presentations, representing the organization at meetings and conferences.

This position of OPERATIONS SUPPORT SPECIALIST starts at a salary of $47,448.00 (GS-09 step 1), with promotion potential to $61,678.00 (GS-09 step 10).  Apply for this exciting opportunity to become a member of the Field Operations Directorate, Office of Field Operations, District 19 Boise, ID Field Office within DHS US Citizenship and Immigration Services.

As an Operations Support Specialist, you will provide a variety of management services essential to the direction and operation of U.S. Citizenship and Immigration Services (USCIS). Your job duties may include any or all of the following:

  • Supporting the Human Resources (HR) function by providing HR support to USCIS offices such as: recruiting candidates for positions and performing hiring actions related to filling these positions; assisting with and processing certificates of eligible candidates; preparing and processing personnel actions through the HR system; and coordinating actions on employee and labor relations matters and employee training and development.
  • Assisting in administering the Equal Employment Opportunity (EEO) program in accordance with federal laws, rules and regulations, and USCIS policy and procedures.
  • Assisting in administering the Occupational Health and Safety and Workers Compensation programs by implementing the safety and health program at the office location.
  • Coordinating issues related to USCIS facilities by monitoring projects for building modifications, repairs and alterations.
  • Assisting with security issues at USCIS facilities.
  • Preparing requisitions and purchasing goods and services in accordance with Federal Acquisition Regulations, other federal laws, rules and regulations and USCIS guidelines and procedures. Conducting asset and fleet management activities within the area of jurisdiction.
  • Monitoring operational activities to ensure they meet compliance requirements within allocated budget levels, including general expenses, overtime, awards and other than permanent employment costs.

GS-9: You qualify at the GS-9 level if you possess one of the following:

  • One year of specialized experience equivalent to the GS-7 level updating budget data on spreadsheets and preparing routine budget requests; preparing requests for personnel actions, and providing orientation to new employees; coordinating office moves and telephone service requirements; monitoring usage of government motor vehicles; collecting and analyzing information related to workflow, office procedures and control systems in support of program evaluations; and identifying and recommending solutions to administrative problems, providing advice to staff on established methods and procedures. OR
  • You may substitute a Masters degree or 2 full years of graduate education in a qualifying field or a J.D. or L.L.B. degree for experience required at the GS-9 grade level. This education must have been obtained from an accredited college or university and demonstrate the skills necessary to do the work of the position. (A course of study in business administration, public administration, and related fields is qualifying.) Check with your school or university to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours.


Combining Experience and Education: Appropriate combinations of successfully completed graduate school education and experience also may be used to meet total qualification requirements for the GS-9 grade level.

The qualifications for this position must be met by 11:59pm (Eastern Time) on the closing date of this announcement (Wednesday, July 10, 2013).

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service.  The Time-in-Grade requirement must be met by 11:59pm (Eastern Time) on the closing date of this announcement (Wednesday, July 10, 2013).
