CITY OF BOISE invites applications for the position of: Construction Site Program Coordinator SALARY: $42,848.00 - $49,982.00 Annually OPENING DATE: 07/17/13 CLOSING DATE: 08/02/13 05:00 PM SUMMARY STATEMENT: Manages inspection, plan review and enforcement activities related to the Citys Construction Site Erosion Control Ordinance. Supervises the Erosion Control Inspector and coordinates work of other building division trade inspectors conducting limited erosion inspections. Develops and provides training to the public and other City staff concerning the U.S Environmental Protection Agency (EPA), construction site erosion and sediment control, storm sewer system (MS4) requirements, and the Boise City Ordinance. Reviews erosion control plans for compliance, prepares technical reports as required and inspects construction job sites for erosion and sediment controls Best Management Practices. ESSENTIAL FUNCTIONS: Supervises and monitors the work of erosion and sediment control inspectors and trade inspectors performing erosion and sediment control inspections. Adjusts inspector workloads and coordinates erosion and sediment control (ESC) inspection coverage for the City. Provides clarification and guidance to inspectors on difficult issues or problematic job sites. Determines proper erosion and sediment enforcement response to violations. Develops ordinance interpretations and other written policies. Provides feedback to trade inspection supervisors on effectiveness and efficiency of other City inspectors providing erosion and sediment control inspections. Prepares written and statistical reports coordinating with other NPDES co-permittees. Coordinates with the City Attorneys Office, Building Official and Building Division Manager on complicated enforcement issues that require escalation. (50%) Performs on-site field inspections. Visits job sites in sensitive, high risk areas to verify that controls are installed and function properly. Identifies and recommends effective erosion and sediment controls for job sites. Monitors active jobsites for illegal run-off during inclement weather. Writes correction notices and orders, including stop work orders and citations, for violations to the Citys construction site erosion and sediment control ordinance. (20%) Performs erosion and sediment control plan review to determine compliance with locally adopted ordinances and MS4 permit. Determines eligibility of projects for plan waiver exemption. Participates in early assistance and other meetings to identify potential permitting problems. Prepares written plan review reports and recording plan review results in permit database. Determines inspection frequency and protocol based on risk assessment of job site. Provides compliance assistance to customers related to federal stormwater permitting. (10%) Updates certification class curriculum to be consistent with Federal regulations and best practices. Provides general compliance assistance to both the private and governmental sectors including other Boise City departments. Prepares yearly reports evaluating the compliance of construction site erosion and sediment control program with EPA requirements. Develops newsletters and other written materials to increase public awareness of the erosion and sediment control program. (10%) Supervisory responsibilities: Employees in this position are authorized to recommend and/or effect the full range of duties (with appropriate managerial review), including hiring, performance evaluations, transferring, promoting, assigning of significant duties, rewarding, disciplining and terminating employment; exercise independent judgment to direct others work and have the authority to take corrective action; and, utilize people skills to communicate, motivate and direct or oversee a person, group, department, or organization. REQUIREMENTS: Required Knowledge, Experience, And Training Two years of post-secondary coursework in engineering, environmental science, construction management or related field and three years of experience inspecting construction sites for compliance with erosion and sediment controls, or equivalent combination. Intermediate knowledge of applicable Federal laws and statutes for erosion control including the EPA Clean Water Act, and National Pollutant Discharge Elimination System (NPDES) permitting and EPA Storm Water Construction General Permit (CGP) processes; site stabilization methods and procedures; construction practices and the effects of storm water runoff on construction sites; legal processes involved in the enforcement of codes and ordinances; principals and practices of effective supervision; current computer software for word processing, spreadsheets, databases, email and internet applications. Ability to interpret and apply erosion and sediment control Best Management Practices (BMPs) and correct installation, inspection and maintenance of construction controls to reduce pollutants leaving the project; interpret and apply federal, state and local erosion control laws and ordinances; read and interpret plans and specifications, and accurately compare work in progress to plans; work independently and complete assignments in a timely fashion; efficiently prioritize work load, assign to subordinates and accurately evaluate performance; communicate complex technical requirements to homeowners and others with limited installation experience; deal constructively with conflict and communicate effectively with people who are angry, frustrated or confused; operate current computer programs including email, word processing, internet, databases, and office equipment; display an attitude of cooperation and work harmoniously with all levels of City employees, the general public and other organizations; communicate effectively in the English language at a level necessary for efficient job performance; complete assignments in a timely fashion; understand and comply with all rules, policies and regulations; maintain prompt and regular attendance; and perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation. Individuals must be capable of operating vehicles safely and have an acceptable driving record. Preferred Knowledge, Experience, And Training Bachelors degree in environmental science, geology, or related discipline; certified by EnviroCert International as a Certified Professional in Erosion & Sediment Control (CPESC). Two years field experience with grading techniques and construction activities related to erosion and sediment control at job sites; demonstrated working knowledge of Boise City Code 8-17 and the Federal Clean Water Act. Licensing And Other Requirements Valid Idaho drivers license. Have or obtain Boise City City Plan Design and Responsible Person Certifications. Working Environment The work environment will include inside conditions, outdoor weather conditions, in wet and humid conditions, with areas of dust, odors, mist, gases or other airborne matter. Employees will also drive a vehicle as part of this position. Construction site hazards, uneven ground, heavy equipment, scaffolding, open trenches and excavation sites.
