Major Responsibilities of the position:

Installs, tests and maintains private and switched services, and applications for individual residential and business customers.

Performs turn-up, acceptance, installation and provisioning of DS0, DS1 and DS3 (or higher level) transmission services in the Designed Services environment including E911 services. Interfaces with other work groups (e.g. Assignment Center, Access, etc.,) to ensure that committed service and test dates are met and to test the integrity of service prior to customer release.

Performs pre-survey to determine availability of equipment and facilities, to pretest circuits to ensure that conditioning requirements are met, and to review with customer work specified in the work order and the possibilities of utilizing existing facilities for upgrading/customizing services.


  • Responsible for the provisioning and maintenance of Central Office including, but not limited to subscriber loop carrier systems, DSL, POTS, digital and optical muxes.
  • Installs, performs routine maintenance, analyzes defects, tests, adjusts, repairs and maintains complex equipment such as switching systems, circuit equipment, network terminal equipment, and data/digital equipment by using electrical and or electronic measuring devices.
  • Runs diagnostic test programs, analyzes defects, performs routine maintenance and/or tests various types of telephone switching equipment (Ericsson) (DMS 10)

Reviews, analyzes, updates and interprets work orders, circuit diagrams, word documents, schematic drawings, engineering work prints, OPS (outside plant ) maps, equipment drawings, company records, technical manuals and other source documents to obtain specifications for installation and trouble isolation purposes.

Resolves issues to ensure service is installed/repaired by committed date/time.

Receives service orders, worksheets (detailed diagrams describing nature and location of equipment to be installed or repaired) and repair tickets, and performs specified work.

Utilizes various testing devices such as frequency and data signal generators, transmission measuring sets, volt-ohm-meters, and Ethernet test equipment, software programs, while installing and maintaining equipment, services and applications.

Works directly with customers via telephone or on the premises to insure that services and applications are working properly and are in conformance to specifications.

Contacts control and/or dispatch centers or other designated employees during tour for other assignments.

Uses laptop computer to option electronic systems and applications, and to test and install individual services.

Works with basic to advanced electronics.

Follows standard practices.

Work Environment:

Perform work on company premises to include central office, on customer premises or outdoors.

Wears safety glasses, hard hat, appropriate safe clothing and follows established safety practices and procedures.

Works independently with minimal or no supervision. Keeps work team and managers informed of status on work tasks, projects, and problems or obstacles.

Communicates with others to complete own tasks. Is exposed to variable environmental and work conditions.

Employees are required to work varying tours and hours, including possible mandatory overtime, pager duty, weekends and holidays depending on employee skills, abilities and the needs of the business.


  • Ability to respond to callouts within reasonable timeframe.

Requires valid state drivers license, satisfactory driving record, and the ability to drive vehicle with manual gear shift.

Ability to meet standards of security investigation, if required.

May be away from home overnight(s) on temporary assignments, while assigned to work out of town for varying lengths of time.


  • May require travel between Central Office locations.

PHYSICAL REQUIREMENTS:

o Job requires ability to perform strenuous physical activities including, but not limited to lifting and/or moving up to 100 pounds, working aloft, etc.

o Ability to perceive differences in wire and cable color.

o Works aloft on ladders.

Job Requirements

Basic Job Qualifications:At least six (6) months experience within the last five (5) years diagnosing circuit trouble, and performing routine testing, including measuring AC/DC current using volt ohm meters, TMS, or comparable test equipment. At least six (6) months experience within the last five (5) years provisioning and maintaining DSO, DS1/T1, DS3/T3, DSL and ISDN circuits or services. Previous experience installing, testing and turning up digital loop carrier systems. Previous experience in provisioning, installing, and Maintaining DS0/DS1 circuits. Previous experience conducting tests associated with the installation, repair, turn-up of T1 and HDSL spans for Hi-Cap and T1 Circuits. Working knowledge of SONET/DWDM equipment and services (e.g. DCS and optical muxes). Ability to troubleshoot and isolate problems within physical or electrical circuits. Proficient with remote test access systems via laptop (flexr, GT, Adtran, Actellis)Basic electricity knowledge (through classes or on the job related training) including: reading & interpreting circuit diagrams, equipment drawings, & technical manuals, AC/DC usage and measurements.Experience working in teams or alone problem solving, coordinating testing and troubleshooting customer lines or toll lines.Ability to read cable prints and maps.Ability to read and understand design services word docs.Experience meeting work deadlines.Ability to use a laptop as a testing and diagnostic tool.Previous experience working with WFAC, WFADO,WFADI, and SS9Knowledge of hand tools, power tools, and test equipment such as Tberds, laptop, HST 3000, 965 DSP, Sidekick, Volt-ohm meter, oscilloscopes, transmission measuring sets or comparable testing equipment.Experience in connecting color coded wires and cables to terminals, attaching or detaching various kinds of hardware to wires, cables, buildings and poles. Internal Candidates must meet Time in Title/Location requirements of their current position for consideration.Experience in working on a computer in Windows based systems and Microsoft Outlook.Successful completion and qualification of applicable testing, interviewing, and skills review process.Preferred Job Qualifications:Previous experience testing and turning up Adtran and Nextlevel equipment. At least 6 months experience within the last five (5) years maintaining Ericsson and DMS 10 switches. At least 6 months experience within the last five (5) years running diagnostic test programs, analyzes defects and/or tests using various types of testing devices. Experience working in teams or alone problem solving, diagnosing, and repairing maintenance conditions in Central Office equipment. Ability to diagnose circuit trouble, and perform routine testing, including measuring current (and loss), balance, power influence, and noise levels. Experience meeting work deadlines. Previous Central Office (COT) experience Ability to multi task under pressure in an ever changing environment.
