·  The primary purpose of this position is to serve as Chief and program manager, organizing, directing, and exercising control over nonsupervisory employees within the Civil Engineer Squadron Portfolio Optimization Element.

·  Plans, organizes, and directs the activities of the Element by developing goals and objectives that integrate organization and Engineering Flight objectives.

·  Exercises supervisory personnel management responsibilities.

·  Represents the Element with a variety of installation and functional area organization.

·  Independently communicates and coordinates Element issues with higher headquarters, regulatory agencies, other installation units, community officials, etc.

·  Directs the development and execution of Element budget, and preparation of Planning, Programming, and Budgeting System (PPBS) documentation in support of engineering planning.

SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-12) or equivalent. Specialized experience must include knowledge of project planning, program development, design, project management, contract execution, and squadron technical support to execute the installation’s mission, sustain quality of life and optimize delivery of products and services; and a knowledge of professional engineering and/or planning principles, methods, and investment processes for the development of a composite installation and public complex.

Federal Time-In-Grade (TIG): Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral.  TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
